Discrimination of women in work sphere - a problem for Ukraine
Human Rights Watch has published the detailed report on discrimination of women on the Ukrainian labour market. Both the state structures, and the private companies in the announcements of vacancies regularly prefer men, is spoken in the report. To women refuse in work and on the basis of data on the marital status which from the woman demand to inform during interview.
Requirements to age and appearance become an absolute obstacle for many women, despite professional qualification. Gender criteria are found out in demands practically on any specialities. Taken roots character is carried also by discrimination at carrying out of interview which for competitors-women can appear tactless and humiliating. Employers without hesitation find out their age, the marital status, family structure, family plans, and also a place of work of the husband from women. Subsequently these personal data become a basis for decision-making. So, to young women often refuse in employment under that pretext, that ostensibly at their age it is a high time to get children.
Women are more senior 35 years also meet difficulties, as the majority of "female" vacancies (secretaries, nurses and waiters) are considered, as a rule, as "youth". In demands the age in most cases is underlined, and at a stage of interview to the woman can be given up on this basis. The Ukrainian officials invariably deny existence of this problem. Thus to inspectors of the Ministry of Labour does not get neither desires, nor preparations to understand with a discrimination practice at employment. Meanwhile employment public service indulges discrimination, not only accepting demands with floor instructions, but also directly demanding from employers to inform such information. Human Rights Watch reminds, that Ukraine has signed some the international contracts forbidding discrimination of women in the field of employment, in particular the Convention on liquidation of all forms of discrimination in the relation жещин and the Antidiscrimination convention of the International organisation of work # 111.
In interests of the decision of a problem of mass discrimination of women in the field of employment in Ukraine Human Rights Watch calls the Ukrainian government:
· Publicly to condemn discrimination of women at all stages of employment, including announcements of vacancies.
· to Provide the termination of a discrimination practice of employment by the state structures, including regarding use of gender criteria at the announcement of vacancies. · to make changes to the legislation to abolish gender orientation of privileges on a birth of children, having kept it only concerning postnatal holiday.
· In interaction with the non-governmental organisations, trade unions, associations of employers, etc. to conduct national educational campaigns for discrimination and sexual harassment problems, having focused them on such groups, as women searching for work, employers, politicians and civil servants; to extend also the information on official mechanisms of protection for подвергшихся discrimination.
Human Rights Watch also has called the countries of the West and the international organisations to advance these questions in dialogue with the Ukrainian authorities more actively, and in particular to include antidiscrimination education of employers and workers in programs of the help in the field of the rights of women and struggle against a human trafic. Human Rights Watch has urged the European union to render to the Ukrainian government assistance in reduction of the national legislation in conformity to EU standards in a part недискриминации and equal approaches in the field of work and employment, and also has addressed to the International organisation of work with the request to organise additional preparation by the genderno-dependent labour rights and techniques of checks for state employees, including inspectors of the Ministry of Labour.
